Where a capital provider requires an approved development permit or another defined readiness threshold, the project advances through Offer 4 before the final funding update.

Architectural Design and Project Delivery
Once the project is approved and funded, Offer 5 may proceed only with the required registered architectural practice and other regulated professionals formally retained under an approved project agreement. The professional team can then advance the project through detailed design, building permit, contractor procurement and construction-phase services.
Offer 5 will be available only after Infinity Edge has established a professional contracting, licensing and insurance structure that complies with applicable Alberta requirements.
